WhatsApp Will Charge For Every Message From October 1, 2026: Here Is What You Will Pay

Replying to your customers through the WhatsApp API will no longer be free. Here is exactly what changes, what it costs in Spain with real numbers, and what you can do now so the bill does not catch you off guard.

    TL;DR

From October 1, 2026, Meta will charge for WhatsApp Business API service messages: the replies that are free today inside the 24-hour window. In Spain the expected rate is around €0.0166 per message sent. Only messages sent by the business are charged, your customers' messages stay free. The free WhatsApp Business app is not affected. And from August 1, Meta's native AI agent is billed separately, per token, and costs considerably more than running your own agent.

If your business uses the WhatsApp Business API to reply to customers, confirm appointments or run an automated assistant, this change affects you directly. And if you have seen headlines like "WhatsApp is no longer free", it is worth separating the noise from what Meta has actually announced, because there is plenty of confusion going around.

    What Meta has actually announced

Meta has communicated a calendar with two key dates for the second half of 2026:

    • August 1, 2026: billing starts for the Meta Business Agent, Meta's native AI agent inside WhatsApp. It is billed per token consumed, about $2 per million tokens, which in practice means roughly 4 to 5 US cents per generated message.
    • October 1, 2026: billing starts for service messages, the free-form replies a business sends inside the 24-hour window, whether a person writes them or a bot or third-party tool sends them. Utility templates sent inside that window, free until now, will also be charged.

Until now, replying to a customer within 24 hours of their last message cost nothing, with no monthly cap. That "reply for free" is exactly what ends on September 30, 2026.

    Date for your calendar

Meta will publish the final October rates before September 1, 2026. The figures in this article come from the official rate card in force in July 2026. As soon as the final ones are out, we will update this article and our API cost guide.

What does NOT change (worth being clear about)

This is where most of the confusion lives. Four things that stay exactly the same:

    • The free WhatsApp Business app is untouched. If you serve customers from the regular WhatsApp Business app on your phone, none of this applies to you. The change only affects API users (bots, CRMs, automation platforms).
    • Your customers' messages remain free. Only what the business sends is billed. A customer can write to you twenty times at zero cost, and each of their messages renews the 24-hour window.
    • The 24-hour window is not going away. It works as it always has: while open you can send free-form messages, once closed you need approved templates. The only thing that changes is that free-form messages get a price tag.
    • The 72-hour window for click-to-WhatsApp ads stays free. If the customer arrives through a Meta ad, message delivery during those 72 hours remains free of charge. If you run WhatsApp acquisition campaigns, that channel makes even more sense now.

    Rates for Spain, table included

Service messages will be billed at each country's utility rate. With Meta's official rate card for Spain, this is the picture:

    Message typeUntil Sep 30, 2026From Oct 1, 2026
Service (free-form reply in 24h window, human or bot)Free≈ €0.0166 per message
Utility template inside the window (reminders, confirmations)Free≈ €0.0166 per message
Utility template outside the window0.0166No change
    Marketing template0.0509No change
Meta Business Agent (Meta's native AI)Not availablePer token: ≈ 4-5 US cents per message (from Aug 1)
    Incoming customer messagesFreeFree

One detail almost nobody is mentioning: Meta has confirmed there will be no volume discounts on service messages. Whether you send 500 or 50,000, same unit price.

What it means for you: three worked examples

The best way to stop fearing this change is to do the math. Three typical scenarios for an appointment-based business in Spain, using the expected €0.0166 per message:

    A normal conversation

A customer asks about an appointment, the business replies 5 times (availability, price, confirmation). Cost: 5 × 0.0166 = about 8 cents for the whole conversation. The customer's messages do not count.

A small business with an automated assistant

Around 250 conversations per month with an average of 5 assistant replies: 1,250 messages × 0.0166 = about €21 per month. Annoying, but far from the alarmist figures going around.

    A high-volume business with a chatty bot

1,000 conversations per month with a bot that replies in 8 separate messages: 8,000 messages × 0.0166 = about €133 per month. This is where bot design starts to really matter, as you will see next.

    Run your own numbers

Our WhatsApp Business API pricing guide for Spain breaks down every cost layer with official rates so you can estimate your specific case.

How to cut the bill before October

Billing is per message sent, not per length or per conversation. That rule has direct consequences:

    • Consolidate your bot's replies. An assistant that answers in 3 well-structured messages instead of 8 short ones cuts the cost of every conversation by more than 60%. Reviewing conversation design is by far the most profitable lever.
    • Make the most of click-to-WhatsApp ads. Conversations that start there get 72 hours of free delivery. If you acquire customers through Meta Ads, every ad lead talks free for three days.
    • Classify your templates correctly. A reminder template categorized as marketing costs three times more than a utility one (€0.0509 vs €0.0166). Review your categories before October.
    • Solve it on the first try. An assistant that understands the question and answers completely saves the two or three back-and-forth messages a mediocre one generates. Agent quality now has a measurable price.

Meta's AI agent vs your own agent

Under the new model there are two ways to automate WhatsApp support with AI, and their costs are not alike:

    • Meta Business Agent: billed per token, with a typical message costing 4 to 5 US cents. Cost also varies with the complexity of each reply, which makes it hard to predict.
    • Your own agent on the API: each reply pays the service rate (about 1.7 euro cents in Spain) plus the AI model cost, which today is a fraction of a cent per message.
    The quick math

A well-built agent of your own costs roughly one third of Meta's native agent per answered message, and its behavior belongs to you: your tone, your rules, your calendar integration. The pricing change does not close that gap, it widens it.

What this means if you work with Engrana

Full transparency, that is why we wrote this:

    • WhatsApp Business API consumption is paid directly to Meta, based on your real usage. Engrana does not invoice or mark up those costs, and this change does not touch your platform fee.
    • Before October 1 we will review the conversation design of our clients' assistants so they answer in fewer messages without losing quality. It is the optimization with the biggest direct impact on the bill.
    • When Meta publishes the final rates (before September 1), we will contact each client with an estimate based on their actual volumes.

If you are not automating WhatsApp yet and this change made you hesitate, do not let it stop you: for a normal appointment-based business we are talking about a monthly cost similar to two coffees, in exchange for replying instantly at 3pm and at 11pm. And if you want the exact figure for your case, we can do the math with you in a 15-minute demo.
