Best WhatsApp Business Solution Providers (BSPs) for Spain & Europe
If you want to send WhatsApp at scale, you need a BSP (or a direct Meta connection) to carry the messages. The tricky part is that they all sit on the same Meta rate card, so the real difference is what each one charges on top and how much you have to build yourself.
- What a BSP actually does (and what it does not)
- A side-by-side comparison of 10 providers
- How to compare pricing honestly (and the managed alternative)
TL;DR
A WhatsApp Business Solution Provider (BSP) is a Meta-authorised partner that gives you access to the WhatsApp Business API, the "transport" for your messages. Meta charges the same base rate to everyone, so what really changes between providers is the per-message markup and the monthly platform fee they add on top. EU-headquartered BSPs like 360dialog and Infobip are the safer bet for data residency. And if you do not want to wire up a BSP, build the bot, the CRM and the templates yourself, there are managed alternatives that do it for you (Engrana is one of them, from 89 euros per month with no lock-in).

What is a WhatsApp Business Solution Provider (BSP)?
A WhatsApp Business Solution Provider (BSP) is a partner authorised by Meta to give you access to the WhatsApp Business API. Think of the BSP as the "transport": it is what lets your business send and receive WhatsApp messages at scale, register your number, and stay compliant with Meta's rules.
To message customers programmatically (reminders, confirmations, notifications, a chatbot) you need either a BSP or a direct connection to Meta's own Cloud API. The regular WhatsApp Business app on your phone will not do it beyond a very small scale.
Here is the part most comparison articles skip: a BSP only gives you the pipe. On top of it you still have to build (or buy) everything that makes WhatsApp useful, the automation, the AI agent or chatbot, the CRM, the message templates, and the integration with your calendar or booking system. A BSP does not automate your business. It just makes the API reachable.
Comparison table: 10 WhatsApp BSPs
The table below compares the model of each provider, not a fixed price list. We deliberately describe how each one charges rather than quoting numbers, because rates and plans change often. Where something is reported but not officially fixed, we say so.
| Provider | What it is | Pricing model | No-code vs developers | Best for | EU / data residency |
|---|---|---|---|---|---|
| Meta Cloud API (direct) | What it isMeta's official WhatsApp Business Platform API, hosted by Meta itself. | Pricing modelYou pay only Meta's own message fees, with no per-message markup. | No-code vs developersDevelopers required (you build the whole interface). | Best forTeams with an in-house dev team that want full control. | EU / data residencyYou control your own hosting and integrations. |
| 360dialog | What it isOfficial Meta BSP headquartered in Berlin, Germany. | Pricing modelFlat platform fee plus Meta's fees with no per-message markup (zero-markup model). | No-code vs developersDeveloper / ISV / partner oriented. | Best forDevelopers, ISVs and agencies building on top of the API. | EU / data residencyGerman HQ, strong story for EU data residency. |
| Twilio | What it isGlobal CPaaS (US company); WhatsApp is one channel among many via API. | Pricing modelPer-message markup on top of Meta plus platform costs. | No-code vs developersDevelopers required. | Best forDevelopers who want one API for many channels. | EU / data residencyOffers EU Data Residency on certain products; verify DPA / EU residency. |

| Gupshup | What it isConversational platform, strong in India and LATAM. | Pricing modelPay per session / usage. | No-code vs developersBoth (bot builder plus APIs). | Best forSMB through to enterprise, high volume. | EU / data residencyVerify DPA / EU residency. |
| Vonage | What it isCPaaS owned by Ericsson (Sweden, EU); developer focused. | Pricing modelPay as you go. | No-code vs developersDevelopers required. | Best forMid-market to enterprise dev teams. | EU / data residencyOwned by an EU parent; verify current DPA / residency. |
| Charles | What it isConversational-commerce platform, German company, retail and DTC focus. | Pricing modelSubscription (request current pricing). | No-code vs developersNo-code, built for marketing and retail teams. | Best forRetail and DTC brands running WhatsApp commerce. | EU / data residencyGerman company; relevant for EU data residency (verify DPA). |
A quick way to read this table: if you have developers and want the lowest possible cost, Meta Cloud API direct or a zero-markup BSP like 360dialog wins. If you want a ready-made no-code product, Respond.io, Wati or Charles do more out of the box. If you are an enterprise that needs regional data centres, Infobip and the EU-based CPaaS players are built for that.
How to compare WhatsApp message pricing across providers
Before you compare providers, you need to understand how Meta itself charges in 2026, because that base cost is identical no matter which BSP you pick.
- •Per-message pricing. Since 1 July 2025, Meta bills per message. The older per-conversation model is deprecated.
- •Only template messages are billed. Marketing templates are always charged. Utility and authentication templates are free inside the 24-hour customer service window and charged outside it.
- •Service messages are free. Since 1 November 2024, non-template service replies (the ones you send inside the 24-hour window in response to a customer) are free.
- •Free Entry Point window. If the customer reaches you through a Click-to-WhatsApp ad or a Facebook/Instagram page CTA button, you get a 72-hour free window.
- •The rate depends on the country. Meta publishes a per-country rate card, so the cost of a template to a Spanish number differs from other markets.
We are deliberately not publishing fixed per-country figures here, because Meta updates them. Check Meta's current rate card for the exact number that applies to you.
Here is the honest conclusion: Meta's base rate is the same for every provider. So comparing BSPs is not about comparing Meta's fee, it is about comparing the per-message markup, the monthly platform fee, and the hidden costs (setup, per-seat pricing, integrations, support tiers). A provider that looks cheap on the monthly fee can be more expensive once you add a per-message markup at volume, and vice versa.
What if you do not want to wire a BSP yourself? (the managed alternative)
Everything above assumes you are happy to choose a BSP, connect the API and build the rest. Many businesses are not, and that is a legitimate position. This is where a managed layer comes in, and to be transparent, this is what we do.
Engrana is not a BSP. It is a managed, done-for-you layer of automation, an AI agent and a CRM that runs on top of the WhatsApp Business API, using a BSP underneath, and operates the whole thing for you. A BSP gives you the transport and stops there. With Engrana you do not choose or contract a BSP, build the bot, set up the CRM, write the templates or wire it into your calendar. Engrana does all of that.
Who it is a good fit for:
- ✓Service and appointment businesses in Spain that want the result without building the technical stack themselves.
Who it is not a good fit for:
- ✗Companies with an in-house developer team that want direct control of the API. In that case a direct BSP such as 360dialog or Twilio is the better choice, and we will happily tell you so.
Pricing is from 89 euros per month, with no lock-in. If you want to see whether the managed approach fits your business, the fastest way is a short demo where we look at your actual WhatsApp flow.
Frequently Asked Questions
What is a WhatsApp BSP?
A WhatsApp Business Solution Provider is a company authorised by Meta to give you access to the WhatsApp Business API. It provides the 'transport' layer that lets you send and receive WhatsApp messages at scale, on top of which you still build your own automation, bot and CRM.
Do I need a BSP to use the WhatsApp Business API?
You need either a BSP or a direct connection to Meta's Cloud API. Most businesses use a BSP because it handles onboarding, number registration and billing. Going direct to Meta Cloud API is cheaper on paper but requires developers to build everything yourself.
What is the difference between a BSP and Meta Cloud API?
Meta Cloud API is Meta's own hosted API: you pay only Meta's fees but build the whole interface. A BSP sits on top of (or alongside) that API and adds tooling, support and sometimes a full no-code product, usually in exchange for a monthly fee or a per-message markup.
Which WhatsApp BSP is best for data residency in the EU?
Providers headquartered in the EU tend to have the clearest story here: 360dialog (Germany), Infobip (Croatia), Vonage (EU parent) and Charles (Germany). Always verify the specific DPA and data-processing locations for your use case before committing.
How much does WhatsApp messaging cost?
Since 1 July 2025 Meta charges per message, not per conversation. Only template messages are billed (marketing templates always, utility and authentication are free inside the 24-hour service window and billed outside it), and service replies are free. The base rate depends on the country, so check Meta's current rate card and add each provider's markup or monthly fee on top.
Is Engrana a BSP?
No. Engrana is not a BSP. It is a managed, done-for-you layer of automation, an AI agent and a CRM that runs on top of the WhatsApp Business API (using a BSP underneath) and operates the whole thing for you. Pricing is from 89 euros per month, with no lock-in.
Should I choose a BSP or a managed solution like Engrana?
If you have a developer team and want direct control of the API, a direct BSP such as 360dialog or Twilio is the better fit. If you are a service or appointment business that just wants the result without building the technical stack, a managed layer like Engrana handles the BSP, bot, CRM and templates for you.
Not sure which route is right for you?
If you have developers and want control, pick a direct BSP. If you want the result without building the stack, we can show you what a managed layer looks like on your own WhatsApp flow.
From 89 euros per month, no lock-in.
